Dear PHOENIX TN partners, dear colleagues,
As you know, the contents of our seminar on European Health and Social Welfare Policies, to be held at Evora University, Evora, Portugal, 19-21 September 2002, have been settled. We thank everyone for your collaboration and look forward to meeting you there.

But before that date, we would like to start the activities of the working groups that will develop their activities within PHOENIX TN. You might remember that we asked you in Bulletin 2 to select, according to your preferences, the working groups you would like to participate in. But according to your suggestions and the recommendations made by the scientific committee and the working group coordinators of PHOENIX TN, we have restructured the WORKING GROUPS, which are now:

  • Texts, Pedagogical materials and Educational Political Recommendations for Ministries and Departments of Education of all EU members, coordinated by Prof. José Armas Castro (University of Santiago de Compostela, Spain).
  • Establishing Quality Markers for Health Assistance, coordinated by Prof. Mariapia Viola Magni (Perugia University, Italy).
  • Health and Socio-Political Recommendations for the European Union Governments, coordinated by Prof. Luís Capucha (ISCTE, Lisbon).

A short "face to face" meeting for every group has been scheduled during the Evora seminar. You will be able then to meet the coordinator of your group and the colleagues that participate in it. But as the main tasks of our collaboration will have to be developed within a virtual environment and the project finances will not allow us to have many personal meetings during the whole period covered, we have created a virtual forum for each working group in order to open up dialogues, present proposals, discuss initiatives and prepare papers to be presented as reports coming from discussion and collaboration within the network.

Parallely to the working groups, two DISCUSSION BOARDS, with their respective virtual forums, are open to the participation of all partners: the first one, aimed at helping the creation of the A Comparative History of Health and Welfare in Europe (coordinated by Laurinda Abreu); the other, Health and Social Change (coordinated by Jan Sundin, from Linköping University), for the analysis of the relationship between social change and health in periods of transition in the different European territories.

Both the working group forums and the discussion board forums have an introductory text that has been written by the coordinator in charge in order to set the basis for the communication and facilitate an ongoing discussion about the different topics. Coordinators will, from time to time, prepare a brief report on the highlights of the group's discussions and decisions to keep the rest of the PHOENIX TN network informed and will try to encourage all partners to participate.

How to use the forum system?

The Groupware environment of PHOENIX TN has a virtual forum system. You can browse it at http://phoenixtn.net, click in the groupware system entry of the upper menu, then click in forums. You must log in in order to post your messages. Every PHOENIX TN participant has a pre-registered user name composed by the first letter of their Christian name followed by their family name (example: Jan Sundin, jsundin, Sonia Horn, shorn; Laurinda Abreu, labreu). You can check yours, in case you are not sure about it, at the list of participants. By default, the password is the same for all of you: phoenixtn. You can change your forums password by clicking in I forgot my password in the login/register screen and following the instructions that you will receive in your e-mail address. You can read the introductory texts written by each coordinator. Then you can enter the forum by clicking on the title of the selected forum. You can send your comments, suggestions and proposals by posting a new topic or replying to an already created one. Please contact webmaster@phoenixtn.net if you have any problem or doubt when first accessing the forums system.

Participants will be considered official members of one working group when they post significant contributions. In order to participate in future face-to-face working group meetings, it will be necessary, at least, to be a recognised member of the working group.

About end July a working groups' coordinators is scheduled. Please, begin your contributions as soon as possible. Both the coordinators and the secretariat need to draft the guidelines for the future tasks and the coordination meeting that will be held at Évora Seminar.
